One proposed ordinance would prohibit RVs from being parked on the streets for more than 72 hours and would also prohibit more than three RVs being parked on an individual lot, according to Ward 3 Alderwoman Julie Haupt. Also prohibited in the proposed ordinance is using RVs as an office or for commercial purposes. In addition, nonresidents who wish to park RVs in Lebanon would have to obtain a permit from the city. RVs could be parked in a resident’s back yard.

Haupt also presented a possible new ordinance on recorded and live music which would make anybody who hosts activities that include music to obtain a permit.

Mayor Scott Abner said the current ordinance on music allows residents to make a complaint if they are within 400 feet and that the council should look at reducing the distance.

Abner also said he would like to see an ordinance which would set hours on when music can be played and an approval process through which those who want to play live or recorded music can apply for a permit. The permit process would allow aldermen to know where music was played in their wards and when the music starts and stops, Abner said.

THIS writer has had a lot of time for mental doodling the past three nights, while the wife caught up on every Michael Jackson music video, with supplementary flashes of the Jackson Five.

Yeah, the first time round, I, too, appreciated the refreshing of the memory, but after that … how many times do people want to watch Michael telling them to beat it while grabbing his it? Not to mention the tiresome media circus - live on-the-scene coverage of a wall inundated by flowers, no news and lots of speculation, camera panning to closed gates, cut to 10 commercials, back to the informative blank wall, ad nauseum.

From the sublime to the ridiculous.

Leighton Meester’s celebrity hyphenation begins now. Today, she transitions from mere actress to actress-music-video goddess. 

OK, to be technically correct, “Good Girls Go Bad” is Cobra Starship’s new music video, not Leighton’s video, proper, but it does feature Leighton Meester and that’s close enough. This song, BTW, was cowritten by American Idol judge Kara DioGuardi. Seems like catchy pop goodness to us, but what do we know?

NORMAN — I don’t like my toddler to watch too much television, but I also don’t like a quiet house. When I need background noise, often I turn to Cox Cable’s music channels.

Since Cox changed the music channel lineup at the beginning of June, I’ve been listening a lot more. Cox took away a few channels, but the addition of Toddler Tunes more than makes up for what was removed.

The channel features toddler tunes such as “Wheels on the Bus,” as well as musicians such as Bruce Springsteen and Bob Marley performing tunes perfect for my 2-year-old to sing along with.

In the evening hours, the music changes to lullabies — a great way to get an active child in the mood for bed.

Having music suitable for my son available at the click of a remote control is convenient and less expensive than stocking up on compact discs. (It’s also more reasonable than buying him his own iPod.)

But not all cable subscribers have been happy with the lineup changes.

I received an e-mail from a reader who is displeased with the removal of the bluegrass channel.

“With the many articles about the variety of music enjoyed by the Norman population and Oklahomans, it was disappointing that Cox Cable discontinued carrying the bluegrass music station on the music stations,” the reader, who did not give a name, wrote. “When I called Cox, they did take a message and said if they received other requests, they might consider the request when changes are made.”

The Performing Right Society (PRS for Music), (the organisation that licenses the use of copyright music in the UK) is looking to introduce a Customer Code of Practice and has launched a formal Consultation in order to ensure that the service levels within the Code are in line with customer expectations. 

The Consultation provides clubs with the opportunity to comment on the treatment they receive from PRS for Music when negotiating music licenses.The Consultation can be downloaded from www.prsformusic.com/customerconsultation and closed at 5pm on Friday 1st May 2009.
